This is all because the students don't follow the rules. You said that before. We know there's a problem, but just telling the students to park in the assigned places is not going to help. Impounding their bicycles is not a solution; the parents won't accept it. We either need to increase space or provide better bus service (at least 4 per class period) from the dorms to the classroom buildings.
