This is a course which introduces students to the basic use of mathematics in the Policy and Planning Sciences, and to some of the most fundamental mathematical techniques we use. For some students, there will be absolutely nothing new here. Others may have large gaps. Please bear with us; the wide variety of backgrounds makes this an exceptionally hard course to teach.
The first half of the course will introduce the basic notions used in data analysis, especially modeling, but also including probability and basic statistics.

About submitting homework: It appears that the problem is the university firewall. Sources outside the Tsukuba University network (which includes s.tsukuba.ac.jp, as strange as that sounds, as well as GMail and Yahoo! mail) apparently are simply dropped. Sources inside the university firewall, including wmail.u.tsukuba.ac.jp, are not filtered, and are received at my server.
If you can log in and send mail from wmail.u.tsukuba.ac.jp, that should work.
It appears that very few students have access to wmail.u.tsukuba.ac.jp, so I will continue to investigate the matter.

Mail problem update My mail server ran out of space around 4am on Sunday, April 24, and was unable to accept mail. In Internet mail, this is considered a temporary failure, and the sending mail server will try again. I cleaned up the mess, and mail should start flowing again "soon". You do not need to do anything; your mail should be automatically delivered to me (but this can take a few hours or up to 1 day).
If you have not received an acknowledgment by 9pm Tuesday night, please let me know; that indicates a continuing problem.

The testbank has been posted. This is a preliminary draft, and it will be updated with new questions tomorrow around 13:00 on Friday. Currently it just contains the content of the homeworks, slightly revised.
Some questions require an extremely large amount of computation. Brutal computation is reasonable for homework, but on tests you may assume that computations will be in integers and will be of reasonable quantity.
Some questions contain notes that they would not be used on a test. You may consider that a promise. I will not change my mind and revise the testbank before the examination.
Note 1: I have made no attempt to accurately assign points to each question. Some clearly require far more effort than 10 points worth.
Note 2: Questions labelled “optional” in the homework are not necessarily excluded from use in the examination, but they would be simplified or additional information provided.
Note 3: The general instructions on the first page are known to contain errors. Check for updates.
